Mission Statement


Hello, my name is Richard Goff and I am seeking your support for the office of Harris County Constable, Precinct 8. I hope to earn your trust and confidence during the republican primary – and your vote on election day.

My main goal is to implement a professional working relationship amongst area law enforcement agencies and itegrate the flow of all viable information between agencies to ensure the safety of every officer. In doing so, I hope to also accomplish the other aspect of my goal: bringing the Constable's Office back to the true tenets of its origins.

The Constable's Office is an often misunderstood arm of the justice system, but an essential element of our justice system in serving the civil needs of the public. The primary function and responsibility of the Constable's Office is serving civil process, executing court orders, serving warrants, and enforcing the laws of the State of Texas.

I believe, and hope to prove to you, that standardizing the flow of information and shared materials between agencies is the most effective way to reduce crime and taxpayer's costs. Under my leadership, Precinct 8 will work with local, public agencies to address the concerns of our community and provide the most efficient and effective law enforcement services possible. My commitment to professionalism and teamwork, along with my 25 years of law enforcement and supervisory experience together with my "think out of the box" approach to problems, will ensure we have the opportunity to provide a full range of law enforcement services that our community deserves.

As Precinct 8 Constable, I will also aim to bridge the gap between our community and law enforcement. To that end, this goal will be accomplished through Neighborhood Oriented Policing. The neighborhood programs have been very beneficial in bringing the patrol deputies back into the neighborhoods and connecting with the communities we serve. I will build working relationships and lines of communication among all of the cities in Precinct 8 so that information flows most efficiently. I hope you'll agree with my approach and hopefully gain your vote come election day!
